The Sectoral Conference on Domestic Trade, at its meeting of June 10, 2020, adopted by acclamation an agreement of measures, as recommendations or guidelines, to be taken into account by the autonomous communities and cities, in relation to the health conditions for carrying out commercial activity in their regions once the new normal situation has been reached, once the state of alarm decreed by Royal Decree 463/2020, of March 14, has ceased to be in force.
These are the measures that have been implemented throughout the coronavirus crisis and have proven effective and indispensable to guarantee hygiene and safety in commercial activity and in the consumer's purchasing process.
This agreement aims to ensure that the autonomous communities and cities follow certain common principles, which will benefit businesses (especially those with a presence in more than one autonomous community) and also benefit workers and consumers:
a) Commercial premises and customer safety:
- Commercial establishments must ensure social distancing of 1.5 meters, which may involve limiting capacity to the percentage necessary to maintain this distance and controlling customer access. When maintaining this safe distance is not possible, appropriate hygiene measures must be observed to prevent the risk of infection.
- Provide hydroalcoholic gel to the customer at the entrance of the premises.
- Special measures will be established to control capacity in shopping centers and street vending areas in order to guarantee safety distance.
- Recommend, where possible, one-way traffic for customers in high-traffic areas, differentiating both directions by means of beacons, separation tapes and/or adhesive vinyl on the pavement.
- Maintain hygiene measures in the premises at least twice a day, with one of these cleanings necessarily taking place between the end of one shift and the beginning of the next, paying particular attention to commonly used items. Use products with proven virucidal activity.
- Requirements for special hygiene conditions in restrooms, common areas for staff, as well as rest and breastfeeding areas in shopping centers.
- Limit the use of elevators to what allows for social distancing of 1.5 m, with the possibility of expanding if all users wear masks and the center or establishment uses appropriate means for its control.
- Facilitate contactless payment and product delivery methods.
- Maintain disinfection measures for returned or tested products.
- The use of trial products by the consumer may be prohibited, ensuring control by establishment personnel of their use or the use of disposable single doses after each use.
- Establish the requirement for sanitizing work clothes.
- To exercise control over activities in commercial areas and shopping centers that may generate crowds.
- Frequent cleaning of fitting rooms, preferably after each use.
- Product protection for individual testing in the case of sofas, beds, footwear, jewelry or similar.
- Customers must wear masks, and where applicable, disposable gloves when handling unpackaged products in self-service areas.
b) Regarding the workers:
- The protection plans already established and implemented by companies and the agreements reached by them with the unions will be taken into account and respected, so that the effort made by companies and employers is reinforced.
- Workers must have PPE appropriate to the level of risk, and additional physical protection measures (use of partitions among others) may be established when it is not possible to guarantee a minimum interpersonal safety distance of 1.5 meters, in accordance with the recommendations of the occupational risk prevention services.
- Installation of waste bins, preferably with automatic opening or pedal, for depositing gloves, tissues and masks.
- Maintain the management of the staff's work shifts to scale the entry of workers, incorporating, if possible, flexibility in working hours.
- Maintain the requirement for cleaning the workstation and equipment after each shift change.
c) Additional measures specific to non-sedentary sales:
- Uncovered spaces designated for non-sedentary markets may be fully delimited with construction tape, fences, or any other means that clearly marks the limits of the space, thus preventing overcrowding of customers.
- Provide hydroalcoholic gel to the customer at each station.
- It is strongly recommended that in non-sedentary sales, self-service and direct contact by the consumer with the products on display be replaced by service from an employee.
- Cleaning and disinfection of the stalls before and after their assembly; as well as of the loading vehicles.
- Increase the distance between stalls, expand the market area, enable new days of celebration, create new spaces for street vending, extend opening hours or other measures with a similar effect.
- Do not have the same person handle money as the product, or require hand hygiene in each transaction.
