Royal Decree-Law 3/2025, approved on April 1, 2025, establishes the MOVES III program for 2025, which extends and expands the tax deductions applicable to the purchase of electric vehicles and the installation of charging points. With retroactive effect from January 2025, this measure reinforces the transition towards more sustainable mobility, aligned with the objectives of the National Integrated Energy and Climate Plan (PNIEC).
In the context of an increasingly pressing climate challenge, the Government of Spain has taken a strategic decision by extending, through Royal Decree-Law 3/2025, the MOVES III program for the year 2025. This legislation, published in the Official State Gazette (BOE) on April 2, 2025, strengthens the fiscal framework in order to incentivize the purchase of electric vehicles and the installation of charging points, aligning itself with the objectives established in the Integrated National Energy and Climate Plan (PNIEC) 2023-2030.
Income tax deduction: Electric vehicles and charging points
- Purchase of electric vehicles: A 15% deduction is established on the purchase price of new electric vehicles, up to a limit of €20,000. This deduction applies to both plug-in electric vehicles and fuel cell vehicles, provided they meet the technical requirements established by the IDAE (Institute for Energy Diversification and Saving). To qualify for the deduction, the vehicle must be registered before December 31, 2025, or, if a down payment of at least 25% is made from June 28, 2023, the purchase must be completed within the following two tax years.
- Installation of charging points: A 15% deduction is established for expenses related to the installation of electric vehicle charging points, with a limit of €4,000 per year. To qualify for this deduction, the installation must be carried out on the taxpayer's property that is not used for business activities, must be completed before December 31, 2025, and must be paid for using valid banking methods, excluding cash payments.
- Attention. Royal Decree-Law 3/2025 entered into force on April 2, 2025, with retroactive effect from January 1, 2025, allowing purchases and installations of charging points carried out from the beginning of the year to qualify for the established tax deductions. This retroactivity ensures that no legal loopholes are created and that taxpayers can benefit from the deductions without interruption.
