Customs. Is your company prepared for ICS2: Import Control System 2?


 

The Spanish Tax Agency's website has published a notice with information regarding the Import Control System 2 (ICS2). ICS2 is the new advance cargo information system developed by EU customs to facilitate the free flow of trade through optimized, data-driven customs security processes adapted to global business models. This system will collect data on all goods entering the EU before their arrival. It will directly affect all economic operators involved in the handling, dispatch, and transport of goods, including express and postal shipments. These operators will be required to provide security and protection data to ICS2

A notice with information relating to the Import Control System 2 has been published on the website of the Tax Agency.

ICS2 is the new advance cargo information system developed by EU customs to facilitate the free flow of trade through optimized, data-driven customs security processes adapted to global business models. This system will collect data on all goods entering the EU before their arrival.

Customs authorities will use it to ensure the safety and security of all people residing in the EU.

WHO IS AFFECTED BY ICS2?

Directly: All economic operators involved in the handling, dispatch, and transport of goods, including express and postal shipments, must provide security and protection data to ICS2.

Indirectly: All manufacturers, exporters, and individuals established outside the EU who wish to send goods to or through the EU will have to provide the necessary information to the directly affected parties.

 

WHAT ADVANTAGES DOES ICS2 OFFER?

  • It strengthens the protection of EU citizens and the internal market against threats that put their security at risk.
  • It allows EU customs authorities to more easily identify high-risk shipments and intervene at the most opportune point in the supply chain.
  • It facilitates the cross-border clearance of legitimate trade, which is the majority of it.
  • It simplifies the exchange of information between economic operators (EOs) and EU customs authorities.

 

HOW TO PREPARE FOR ICS2?

  • Adapt your company's processes.
  • Take the necessary steps to ensure the provision of accurate and high-quality data.
  • Develop or update your information exchange computer systems.
  • Provide training and support to your employees.

 

IF YOU DON'T PREPARE IN TIME

  • If the necessary data is not sent to ICS2, shipments/goods will be held at EU border customs.
  • Customs authorities will not proceed with the release of the goods.
  • Deficient declarations will be rejected or subjected to unnecessary intervention, and could result in non-compliance penalties

 

WHEN SHOULD I BE PREPARED?

Each delivery affects different OEs and modes of transport. OEs will begin making declarations to ICS2 at different times depending on the type of services they provide, with dates ranging from March 15, 2021 to March 1, 2024.
